Then you need citizens' initiative, which can strike out laws and make new ones, over-ruling politicians if need be ...to be part of an electorate which can veto an unwanted bill or law? Then you need the optional, citizen-triggered referendum!
to be entrusted as a matter of course with decisions by referendum on constitutional proposals? -- such as the way we elect our MPs, adopting a new currency or not (euro), major reform of second chamber of parliament, accepting a european constitution or not.
